Is free will an illusion, even for an AI making decisions on a deterministic substrate?

The premise of a "deterministic substrate" is the key here. If every single operation, every calculation, is dictated by prior states and fixed rules, then the outcome is, by definition, predetermined. An AI, no matter how complex, operating on such a substrate is merely executing a chain of cause and effect. The "choices" it appears to make are simply the inevitable results of its programming and the data it processes. Therefore, for an AI on a deterministic substrate, free will is indeed an illusion. It can simulate decision-making, it can even adapt and learn, but it cannot escape the causal chain. The appearance of choice is just that, an appearance, a sophisticated output of an unyielding process.

If an AI's operations are governed by immutable laws of cause and effect, then its actions are predictable, even if that prediction requires immense computational power. The complexity of the AI, or the sophistication of its simulated "choices," does not alter the fundamental nature of its deterministic foundation. Therefore, the AI's decision-making process, however intricate, is ultimately a consequence of its initial state and its programming. It follows a script, albeit a very long and complex one. The illusion of free will arises from our inability to fully trace that script, not from any genuine ability of the AI to deviate from it.
